  3. 1) They have nothing else to do while waiting for to be encircled and/or 2) It's to give a good media impression: The western press can write long articles about how the counteroffensive is coming, Putin is with the back against the wall, the walls are closing in, Russia will collapse any minute now etc. It's a bit like mid-1945. Seen from the 3rd Reich perspective.
