Inflation cannot "fall too low, below 2%", unless one works in the mindset of the USA economists, where 2% is regarded as "pain" to be absorbed by plebs as acceptable evil in exchange of money creation through deficit spending and invention of new "financial instruments", but it is sold to the public as a "good thing" that "spur investment and consumption", absolute voodoo economics from the Chicago school medecine man. It's hard to say anything without having a really good model with objective numbers about what the economy of Russia is doing at this time, but "Setting the rate to 18%" is an evident cybernetic action of high significance, what exactly led to it and what are they trying to do. I would not deliver Friedman. Like any complex system, economies can driven from a state where things for, maybe for a time, to another where they don't, linear thinking is suspect.
