  1. not really, if it was then why don't we see Canadian cartels running rampant with American guns? It's a Mexican issue, their politicians are getting bought off by the cartel and let them operate. Just check the world corruption index and see how corrupt the Mexican government is.

  2. I'm pretty sure there is a big difference between having a bad inexperienced teacher on his first term compared to a good charismatic teacher that has years of experience teaching. Not sure which studies you are referring to but just use some common sense man...
