I would suspect it was a combination of the Russians in 1939-1941, the Germans from 1941 to 1944 (along with the UPA), then the Russians again post-1944. Given there were multiple parties operating in the region, each with their own agendas that discriminated against the Poles, it is not hard to imagine that after 6 years of deportation and ethnic cleansing there were few Poles left in eastern Poland.
