To do what you propose means doing a full 180 degree half circle orbit as runway 19 is facing only 10 degrees off from due south. while 01 would be 10 off from due north. And as far as departure, you can go in EITHER direction in calm winds. Air Traffic Control usually selects the direction based on the winds, with an aircraft ideally flying INTO the wind both on takeoff and landing. But in an emergency, you don't get that luxury. I know all of this as I was trained as a weather aviation forecaster for the USAF. All of our focus is on how to minimize cross-winds and other aviation hazards.
