here's the thing on political pardons. you're not supposed to be able to PRE-pardon people. pardons are to be issued AFTER the legal process has played out and a guilty verdict rendered. in other words you CAN'T pardon anyone from an investigation. but ford abused the pardon process and pre-pardoned Nixon and now everyone thinks pardons can be issued BEFORE conviction. just look at the historical record. i'll lay you odds that 100% of them were issued to people already found guilty and serving time. most of bush sr.'s pardons involved those already found guilty. so this whole idea that politicians can issue pardons for people for crimes they've never been convicted of is a COMPLETE fallacy and not based on any legal principle just like "executive privilege" and "you can't indict a sitting president." along with pre-pardons none of these concepts have any legal or lawful foundations.
