You can copy the shape of a part, but you cannot replicate the materials it's made from. Without the right materials, the jet would fall apart on its first flight. As for India, even with a full license from Russia to manufacture the Su-30 MKI domestically, they still need to import over 1,500 parts and materials directly from Russia. This makes the production cost in India even higher than simply ordering the jets directly from Russia.
