  1. These buildings were never intended to be finished. The builder put up the cheap concrete structures to fool buyers into believing that they would get a completed apartment. That was never in the plan.

  3. This not happening in the U.K., if you buy a house you put down a deposit and the house is built no problem, we have strict laws on this. So I don’t know where you’ve got your info from.
