The issue was it happened at the same time as urbanization and industrialization and advances in medical science. As Peter Zeihan pointed out, kids on a farm are free labor, they are an expensive hobby in a city. We see other asian and european countries with this same demographic problem in slow motion without any type of birth control policies. In the US, we see a similar consequence of the medical science extending lifespans in the form of Social Security. The law written in the 1940's expected a 1 to 65 recipient to worker ratio for funding. That ratio is expected to increase and we refuse to update our laws to reflect this reality.
