  4. I would not be surprised. I think they are expecting China is going to steal the tech and they want to keep ahead of the tech curve.

  5. A few thoughts: What would aliens want on Earth that they could not obtain anywhere else? The only thing I can think of that is unique to Earth is our native life DNA including humans. These aliens have either mastered faster than light travel or are extradimensional to move such vast distances. If the DoD had this tech for decades, it means this stuff is so advanced they have not been able to replicate the tech using Earth level understanding of science. Otherwise, we would have seen some evidence of it no matter how insignificant in the field.
