You mean future workers footing the bill as current pensioners sacrificed family and future for career and lifestyle during their working years. Hence the low birthrates and the need for mass immigration to compensate for the babies that didn't get born to fund their pensions.

Chavez and Maduro destroyed private enterprise and in turn Venezuela's ability to support itself relying on imports that they can no longer afford because the Bolivar is worthless and the oil industry collapsed not to mention they blew the revenues on buying votes as opposed to infrastructure upkeep.
