We did establish the cities of Donetzk and Lughansk, because uou didn't have the technology to produce steel, and we did. But I'm not aware that Ukraine was ever a part of the British Empire. Actually, the Russian Empire formally annexed it in around 1700, and held it until its collapse in 1917. It was nominally a sovereign soviet republic until 1991, but as Lithuania found out in 1988, when it tried to leave the USSR (forcibly annexed by Stalin in 1940 btw.), it was a vassal state.
