Skimpflation is about changing the ingredients up and replacing the more expensive ingredients with cheaper (and oftentimes less healthy and less nutritious) ingredients. Skimpflation is a lot more subtle, because most consumers don't even know what they are consuming, so they won't notice a change of ingredients and they won't understand how they are being robbed by companies.

Getting rid of lobbying is much harder, unfortunately. The US has citizens united, which you would have to get rid of, but even then lobbying remains a problem. European countries don't have such a ruling, but lobbying still happens.
