Turkey's driving down the value of their currency isn't that different from Abeanomics of Japan. I did use extreme examples. How about you look at stagnation of Spain who has inflexibility of hiring and firing of Japan. Or how about the stagnation of Argentina caused by extreme protectionism? China, Russia, and Iran have strict capital controls because even their citizens will dump the local currency as soon as they can for the dollar.

On the other hand, Chinese investment projects will only involve Chinese workers and the extracted resources exclusively go to China. This means that only Afghans who would benefit would the government officials who took a bribe from the Chinese. It is also stupid to believe America was fighting a insurgency just to test weapons against insurgency. The military would actually prefer to transition resources away from counterinsurgency and back towards bigger, more conventional threats.
