  2. That makes no sense. Philadelphia was the nation's capital but Southern states didn't want the capital to be a "northern" city, so the Residence Act made Washington DC the capital. Making it a state wouldn't put the capitol under the jurisdiction of another state because, last I checked, no other state's capitol has this issue.
