The best I could find were rifle teams (extracurricular groups) and that one time in 1954 where Indiana Conservation Officer Rod Rankin offered a course in gun safety to any interested child in his county. Neither of those had anything to do with standardized curricula. But who am I to let facts get in your way?

Yes, police officers are trained, but are you so naive as to think everyone with a gun has been properly trained? 39% of U.S. gun owners haven't. I am, however, more curious to know on what you're basing the claim that 99% of people in history have been killed by the state. I suspect the actual number is indeed quite high, but 99% seems like a bit of a stretch.
