The party that only has control of one half of one branch of government? For the first two years of Trump's presidency, every branch of government was controlled by Republicans. It included, among other things, $25 billion over a decade to build a wall along the southern border. It also barred green card holders from sponsoring adult children for permanent residency and reoriented enforcement priorities to focus on criminals in the country illegally, but the point is that this could have been Trump's best chance at getting money for the wall. But Trump threatened to veto it. In other words, it took this long because Trump is an idiot.

On the Mexican side of the river? They wouldn't allow it. On our side? Great, now American farmers can't get access to water. In the river itself? Not if you're worried about the construction material causing pollution.
