The Mueller report found "multiple acts by the President that were capable of exerting undue influence over law enforcement investigations," listing ten examples of what could be considered attempts by Trump to obstruct justice. Of those attempts, substantial evidence existed to show that the elements Mueller assessed relating to obstruction of justice applied to three: an obstructive act, a nexus between the act and an official proceeding, and corrupt intent. Those examples were: 1. The efforts to fire Mueller 2. The efforts to curtail the Mueller investigation 3. The order to McGahn to deny efforts to fire Mueller Oh, and also the report said "The conclusion that Congress may apply obstruction laws to the President’s corrupt exercise of the powers of office accords with our constitutional system of checks and balances and the principle that no person is above the law.” So if by "shift goalposts," you meant "do their job," then yes. That's what they're doing.
