  1. Considering the things that the German troops under "Smiling Al's" command did in Italy later in the war, it doesn't surprise me that he allowed it to happen. Nor does it surprise me that when called to task about it, he started looking around for someone else to take the fall, or for him to say, "Oops, fog of war".

  2. Rather like the bombing of London during the Blitz. German plans for the Battle of Britain were for the Luftwaffe to bomb London after they had achieved air superiority. In both cases, the Germans planned to bomb civilians, and did so, with complete malice of forethought.

  3. A signal like using flares would be used for marking your own position on the ground so you don't get hit by a "friendly fire" incident. It would be almost useless for stopping a major attack. The German excuse makes not sense.
