Actually, troops seldom open fire at ranges greater than 200m (you can't really see the target well), so the SMG does have a chance to hit at the normal opening range. The main difference is whether you "spray and pray" or are trying to train your men to aim to hit. SMGs are good weapons for suppressing your opponent and preventing them from firing at you. Also, one must also consider that the German officer corps, like many other officer corps, tended to be conservative. Rather like the Union army during the Civil War sticking with the one-shot musket rather than switching to the 16 shot Henry's (Winchester) rifle.
