In the case of a life sentence, that means that the offender is evaluated periodically to see if they are still dangerous. If not, they are let go. Among other things, elderly prisoners are a real strain.

That stands to reason; most of the time, police arrive after a crime has been committed, and take reports. This is slightly off the subject, but the Supreme Court has ruled that police are under no obligation to protect anybody.
