The Great Crime Rise and Great Crime Decline track perfectly with the rise & fall of leaded gasoline. Kevin Drum at Mother Jones has done great work on this subject, as have others. Also, to get right to your implied point, there's a debate about the degree to which Roe v. Wade contributed to the 1990s crime decline. Unwanted children are more likely to commit crimes.
