  1. No. They're not going to give up that power. I used to be a CSPAN addict in the early '80s, and every new spending program was for an "emergency" and would just be a temporary thing. Every single one of those programs became permanent and grew by orders of magnitude over time. It really is a "Give 'em an inch, they'll take a mile" deal. More recently, Patriot Act and Dept. of Homeland Security.
