When the USSR dissolved plenty of places went Yugoslavia and tried to break away from successor states and people were shunted left and right. Those people were Georgian but had lived in Abkhazia for centuries dating back to the times of the Roman Empire. The sudden rise of oligarchy and populist governments made ethnocentricity popular, leading to thousands of people being chucked out of generational homes for being "foreign". So yeah, it WAS part of Georgia and Georgians were a large minority in the place. Putin has reinforced the post USSR atmosphere by supporting an armed secession in Abkhazia and giving locals Russian citizenship and posting troops there and South Ossetia. I hope you get more familiar with the situation.

In Dagestan the culture is not Slavic so despite being a Russian republic it isn't "Russian" to a lot of people as the culture is virtually foreign (and the laws). Bald has been to several parts of the country are not culturally Russian like Chechnya, Tuvan and Kamatchaka which are all within Russia's borders but are culturally so foreign even Russians feel they are outside their country.
