They are laboring under the misapprehension that causing harm to a country or suffering to its citizens invariably causes the population or at least certain factions in that country's government to rise up against the ruler. This may appear to have worked in banana republics, but even there it worked for different reasons. There the leader already faced severe opposition from the citizens or the army or parts of the government, and a foreign intervention was used merely as pretext to trigger a coup. In Russia, the social and political dynamics don't allow regime change to be incited by foreigners' actions of any kind. Attacks on Russia, its leaders, its economy, or its military just make the population more united and determined to fight off any foreign threat. Even domestic troublemakers are seen to be not really Russian.

This is contrary to reality, because there cannot be a ceasefire until there is no possibility of Ukraine joining NATO.
