Zelensky's proposition is so ridiculous that no one can believe it is anything but a joke intended to annoy the Russians. I believe Russia is willing to negotiate with the US right now, while the war is going on. If there is a ceasefire and a cessation of arms supply, that cessation has to include arms supply from all sources, not just the US. Of course, one or more of the following European countries will not abide by this constraint, perhaps on the grounds that they are not a party to the ceasefire agreement and therefore aren't bound by it. The likely offenders are any combination of the UK, France, Germany, and Poland. Ukraine, in this case, will claim innocence and will quietly permit such reinforcements to take place.
