Once he declares an emergency they will IMMEDIATELY block it with an activist Obama appointed Federal Judge. Get the money FIRST, then declare an emergency. We need a WALL, not years of litigation. They take it to court when he denies an annoying reporter his press credentials. STOP IT! DO NOT open the government until the money is provided. DO NOT declare an emergency until the money is provided! DO NOT do anything the media and Democrats so obviously want.

@salvationalamode3798 Easy to say. But if a Judge strikes it down and blocks it, you can not do it until that ruling gets overturned and that could easily take years. They would immediately take it to a Judge in the 9th Circuit. Within minutes of the declaration. Then it would go to the Appeals Court, and wait. Then it would go to the Supreme Court and he would probably win. But you are looking at months, minimum. Years possibly. Get some money FIRST, so we can build while litigating.

@ShastaMoonRanch From what I have read...Not likely. Private individuals CAN make contributions to the US Treasury. They will NOT turn away $$$. However, neither private individuals nor NGOs (Non Government Organizations) can specify what the money will be used for. The money would have to be appropriated by Congress, OR Congress would have to establish a fund that individuals or NGOs could pay into. Not likely given that BOTH chambers of Congress would need to agree on that. ONLY the US Congress can appropriate money for expenditures. Executive Branch Agencies can only spend what Congress has authorized them to spend (That's WHY we have a partial shut down right now). Congress HAS authorized some money to be used at the President's disgression for "National Emergencies" but if he does so, it would immediately be challenged in court.
