  1. THIS is what Republicans will be able to do when they gain control of Congress. As long as a Democrat is in the White House, a Republican Congress' bills will be vetoed...but the Congress CAN de-fund the policies and personnel of the Administration. If this fails now (probably will) it can be implemented next year.
