  6.  @fsa5826  Not really. The conventional way to consider the cost of the bill is over a 10 year period. Whenever they say "this is a $10 billion spending bill", that means over period of 10 years. That is how the Office of Management & Budget (OMB) counts it. Manchin said he would consider something in the $1.5 Trillion range. (over 10 years) So...what the Democrats did was make some of their expensive programs (free child care for example) for only ONE year. As everyone knows, once this benefit is given, it is extremely difficult to repeal it. It would just be continued. From year to year if needed. The Democrats disingenuously used "accounting tricks" to make the bill look like $1.75 Trillion. It isn't. Manchin knows this. He mentions the "shell games, budget games" at 4:17 THAT's what he is talking about. Sort of like saying you will buy a car with a 10 year loan at $500/mo. and then saying, "Well, OK, how about a 1 year loan?" What happens after 1 year? Are you going to take away the free daycare and free college tuition? Are you going to take away the $300/mo. advanced child care tax credit? Be serious. In fact they cut nothing, just fudged the numbers. Manchin is no one's fool. He is READING the bill and sees the tricks they are doing to get his vote. He isn't going to fall for it. Good for him! Remember, this is NOT about actually doing something for the country. This is about the Dems being able to say they "did something" They have already said "it is the biggest Social Bill since the New Deal" Really? 1 year of free daycare? 1 year of free preschool? 1 year of free Community College? This bill would better be titled the "Democrat Candidate Protection Plan" That's all it is.
