So these countries can make any statements they like, but finalization will be confirmed by the accountants, not the politicians.

  16.  @bkbornshahid774  there are no codes, or authorities that can overrule International Accounting Policies, Procedures and Practice, as they are universal and not subject to challenge. That is to say that these practices and associated rules are exactly the same in Russia, China, USA, Europe and every other country, and are controlled by the international Association of Certified Practicing Accountants (CPA). All other transaction disputes of a comnnercial nature are dealt with by way of commercial law practices of that nation, but are generally stipulated within the contracts, which bind the law requirements to one country or another.

He was involved with and invested in Ukraine from about 2013 on, so has potential losses there, and as a result is using his position as President for personal and retribution purposes.   40. Consider a dilemma that may confront Ukraine. What if, whilst they advance in the Kherson region, Russia advances with a fresh attack towards Kyiv. It is likely, those protecting Kyiv are not first tier military personnel, with most directed to the front lines in their desperate attack. So both numbers and quality will be down in Kyiv. If this occurs, with Russian troops amassed in Belarus, it will have a massive influence on the Kherson attack, perhaps forcing a withdrawal. Just a thought!
