Most of that population resided in Egypt, Mesopotamia, and the Indus Valley anyways. Not to mention sizable population centers in Anatolia, the Levant, and Central Asia. Only a fraction would be from the Iranian plateau.

  13.  @zack2804  Op is implying specifically that the Romans couldn’t conquer Persia because it was “heavily populated.” This bit is not particularly true, in fact Persia was far less densely populated than Roman provinces in Egypt, Anatolia, Greece, and Syria. The real reason has to do with geography and distance.
