  9.  @m1leswilliams  The OPs comment was about joining, there was no mention of timing. Ukraine have not been in a position to join NATO even if they wanted to. You have to meet the criteria of a Membership Action Plan. It can take 5-20 years as it has done so for other recent members. The reason why Finland and Sweden would be able to join quickly are the very reasons why Ukraine can not.

  25. Agency staff are a variable cost, you pay as you need them. Permanant staff may cost more over a budget year as they are a fixed cost, you have to pay their wages when you don't need them.

  34. Prefabricated houses has been a thing since WWII. That isn't the issue though, it is land to build them and planning restrictions such as Green Belt. Of course developers also have no interest in prefab houses as there is little profit to be had. The solutions are simple, the political desire is not there because MPs are either landlords or in the developers pocket.
