Happened to literally every country next to Russia. Russia uses it as justification to invade those countries to "defend" rights of those immigrants. Civilian casualties in war is different from targeted murder of civilians who are already tied. Same with the millions of sexual assaults that Russian army has been found guilty of. There is no difference between Russian soldier and Epstein.
