Gibraltar is a British Overseas Territory, so I mean it's an English country.

Things I have read seem to suggest Ireland's Stamp 0 is only valid for at most a 3 year stay and it has no path to either peemanent residence, or Irish citizenship.

@LamaTantrapa EU citizens I believe can still move to Gibraltar for work rather easily under the freedom of movement regime which as I understand it remains in place in regards to Gibraltar as part of the Brexit deal. If you are worth more than £2 million you can move to Gibraltar and enjoy Category 2 residence as a tax resident as long as you have suitable accomodations available to you via lease or property purchase. You can also potentially move to Gibraltar as a third-country national if you are Highly Skilled as defined in their immigration rules and you have a job I think. It's not an impossible place to move, but there is some red tape. Gibraltar also requires a lump sum tax of about £44k pounds a year from Category 2 tax residents as I understand, but that I believe fluctuates with inflation i.e. goes up annually. The thing that is beneficial is that you can be there 1 day a year and maintain the tax residence as a Category 2. That would be beneficial for some nomads who are living mostly on tourist visas to use it as a home base. It seems to me like the slightly poorer, slightly grittier, slightly less tax favorable, but slightly better weather cousin of Monaco, or at least it will if Spain, the UK & Gibraltar can ever fully hammer out its inclusion in the Schengen region. And like Monaco with it's French neighbors, the Spanish-Gibraltar Double Tax Treaty which was just put in place makes Spanish tax residents who move there remain subject to Spanish taxes.
