The second you tell any homeowner that this method of taxing unrealized capital gains would mean that a home equity line of credit they would use to buy a new furnace or central air unit or fix a falling down garage would be taxable if this theory of taxing unrealized capital gains were to pass this proposal is dead in the water, but honestly, it's an election year and the Democrats won't have control of the House or Senate after November and have no ability to pass any changes to the law this year so this is a thoroughly moot point.
