  2. people misunderstand what a pardon is and I guess its been used incorrectly on several occasions. but a pardon is supposed to be applied AFTER a conviction. you're not supposed to be able to PRE-pardon someone and exempt them from criminal investigation or prosecution. you can't say - hey, you've never been convicted of any crime but i'm going to pardon you anyway. pardon them from WHAT? that's not the intention of pardons. this is just YET ANOTHER example of how laws are misapplied and misused and no one does anything to correct it or stop it!
