I'm reading a book right now called Good Thinking and it describes how the Russians (and tucker, although fox news isn't mentioned) use outrage propaganda online in order to confuse people enough to make them more suggestible.
A study estimated that 59% of articles shared on social media had not even been read by the person sharing them. (They only read the outrageous headline).
Another study found that learning about immoral acts online triggered far stronger feelings of outrage than from tv or newpapers. And that the best predictor of online sharing was strong emotions. - Article in Science 2014
Outrageous, emotion evoking things are shared more than fact based news. "Falsehood diffused significantly farther, faster, deeper and more broadly than the truth in all categories of information, and the effects were more pronounced for false political news than for false news about terrorism, natural disasters, science, urban legends, of financial information." - Article in Science 2018
Also, it takes much more to dispel a myth (of fake news) than it does to create it meaning that as long as propaganda is proliferating then it will be nearly impossible for factual news to overcome it.
