And building a really safe colony for so many people so fast is really impossible, and even when it is built, the risk of failure of any safety measure will always be present. It is not Earth, where all the basics like breathable air and magnetic shield are provided by nature itself, and thus relatively high degree of failure of all human made systems is acceptable, because the basics won't be destroyed anyway...
