@EMP1RE917 Declaring war would be an admission that the previous strategy, was inadequate and a failure. Putin may be reluctant to do that.
Russia is a member of the Collective Security Treaty Organisation (CSTO). Other members are Tajikistan, Kazakhstan, Belarus, Kyrgyzstan, and Armenia. If a country declares war on Russia, invades it, or attacks targets within Russia, the other members are obliged to support Russia. If Russia declares war though, she's on her own. That could be the reason, for calling the first phase a, Special Military Operation. Putin does not want to be seen as the first one to have declared war.
It's just my theory/suggestion. There are numerous holes in it, but it could be something along those lines.

@Dept246 The court did rule in favour of the Philippines , on most points. You can check, point by point, if you like and count them up. I never said that the Philippines, owns Scarborough Shoal, as you seem to imply. You have rebutted a point, that I did not make. I said that China is the only nation, that rejects the final ruling. That is a fact. It's what we expect from a country where most people were raised, as an only child. The court did not rule in favour of China, on any points, at all. The rest was deemed to be part of international waters.
As I stated earlier, PCA declared there was no evidence that China had historically exercised exclusive control over the waters or resources, hence there was "no legal basis for China to claim historic rights" over the nine-dash line. That ruling, encompasses all of China’s bogus claims, over atolls in the South China Sea, that it has built facilities on, in the last 50 years… and that, absolutely includes, Scarborough Shoal.

@Clem Fandango When I asked for the source, the question was sarcastic. It states, China Ministry of Commerce. It's your choice, to regard that as trustworthy information. Get it?
Furthermore:
1. That is a figure for the 1st quarter. We're already into the 3rd quarter. So, it doesn't take into account, the impact of recent events, like the lockdowns.
2. The figure is comparative. The rise is measured against the same period last year (i.e., the 1st quarter of 2021). Comparing the performance to a period when things were even worse, Covid wise (especially for trade, travel, & manufacturing), one should expect things to improve.
3. It's not a net figure. No measure was given on the amount of money, leaving China, in the same period. The Minustry of Commerce (that you choose to trust), is currently, very quiet on that subject. 😉

You just completely ignored what was said earlier. The generals were about to lose their reserved, political powers because Syu Kyi's party had won sufficient electoral support, to effect constitutional change. So, if the generals wanted to hold on to their power, they had to use force and act quickly. China continues to shield these criminals, to keep their oil ang gas supply, flowing (among other things).
This evil, is in turn, firmly supported by people like you.
So, something good has come out of this conversation - you have learned what type of person, you really are.

Does it annoy you in any way, to see China, behaving like the CIA, or does it make you feel proud? Judging by your earliest comment in this thread, it seems that you can call out the misdeeds of the latter, but remain silent, when the former does the same thing. That's racist.
