The amount of rework this will need, I think is only possible for China - as they has both fund and the necessity. And adopting/working on new design is always better than reinventing the wheel, as in later case, you'll always stay behind.

"...Days of Tanks are over ..." are said since the 1st world war. That didn't make it go away, it only made them modernize and adapt. The YouTube channel "The Chiftain" (can't give link, YouTube will delete) made quite a few good videos about it. Take a look before you draw conclusion.

@marcusmoonstein242 The 90% figure is exactly the misconception. 90% accident involves human driver. Most of the "inability to adjust vehicle's speed" is very hard to do with AI as well. At our current status, AI will do make many of those same error, and make them in situations we consider silly. Given the chip shortage, end of Moor's law (which actually happened a decade ago), and price hike, I deeply doubt if we ever be able to develop an AI that can replace the human driver, and also put necessary computational power in a car without making it as costly as a Fighter Jet. If you say "cloud" then imagine a possible accident scenario requiring a split-second decision.

@LaowaiDaveJCP China is still far behind in many things - chip IPOs are all American or held by US allies (ARM, Samsung etc). EDA tools are also all American. But those, along with lithography, are just more technological gap to surmount. Where China is indeed behind are: 1. Semiconductor industry ultimately feeds on material research. Chinese unis are awesome, but still behind to both Japanese or US companies. 2. Technology is ultimately market driven, and most of the chip market is again US companies. Japan had access to US market, not so much for China. So, they'll have to build the entire thing. Imagine China building another Nvidia. Imagine lining to buy Chinese GPU. Until that happens, China is way off.

@jonathanjones3126 That came to my mind too. But the problem is, the huge water demand by these chip companies will inevitably lower the water table and cause drought. What recycled water can do at best is to get used for irrigation and prevent riots.

@AngryMan666 Chinese chip industries are yet to become any major player. And if u r talking about water pollution as a whole, then West has wasted the world way more b4 China even joined the club. Also, every growing economy - India, Malysia, Singapore, all of them are doing this exact same thing. So may be what this really shows is your own ignorace?

I feel like small nations of Eastern Europe has many many similarities with small nations in South Asia - Bangladesh, Nepal, Bhutan, Myanmar, Sri Lanka, Pakistan. Wonder where I put India? That's the Russia/USSR of South Asia and has the exact same role/oppression. Your own opinion apart, our stories are much the same as theirs.

And what about the fact that Foxconn runs like Garment Factories in India/Bangladesh? There's just too much blood, sweat and disrupted families behind Foxconn's "Beautiful but affordable".
