There's another reason to keep production below demand: Luxury items are a high risk business. When times are bad, demand evaporates. It's better to have fat profit margins when times are good than mass layoffs every time there is a problem.

@blablup1214 Gaza's water is dirty and expensive. The few commercial ventures in Gaza lack the equipment, expertise, and reliable electricity to make a profit. Most water is taken from wells the old fashioned way

Price shifting will cause some farmers to switch from corn to wheat/soy. Free markets sort those sorts of problems out themselves.

We plant wheat and soy every year. Takes a lot of fertilizer but it's super productive. However, due to subsidies in ethanol, there's more money in a single corn crop if you have the water pipes for it.
