I completely agree with your assessment. My only criticism is that you use the term civilian, which is misleading and reinforces the false belief that police officers are not civilians as well, but some separate class of samurai. This unintentionally drives a wedge between the officers and the fellow citizens of the communities they serve.

@katamas832 Each state has its own laws on this topic, and failure to answer basic questions at a traffic stop can land you in jail. The most popular reason for such arrests is the charge of "obstruction". Such charges are typically dropped by the DA unless the officer can show strong justification for them. You can sue, but it is doubtful you will win because of the SCOTUS invented concept of qualified immunity for civil servants.

@katamas832 As I said, the laws on this vary by state. Some laws are vague, some only apply to the driver, some apply to passengers as well. I've looked up the Montana statutes and they are vague. This gives the cop and the courts some latitude on interpretation that they might not have otherwise. If you are arrested for obstruction, there is a good chance the DA will not prosecute, but that leaves you in limbo with regard to a lawsuit. Yes, you can file one, but even if you win, what will it cost you and what will be the reward? How long will it take? Expect the city or state to appeal. Some people do win, but most do not. You are better off answering the most basic and pertinent questions. This will actually strengthen your case if the officer keeps pressing and harrying for non-pertinent information that you refuse to provide.

I presume the Hollywood elite have never heard the story of the Good Samaritan or else they reject it as pure fable because it does not fit their destructive mantra. My brother fears Siaka may never get another acting gig. I say he doesn't need to act; he needs to get into politics where he can do some real good.

Any good economic model requires a demographic study, but what will the politicians do when the results of the study show that specific geographical locations and identifiable minority groups are over-represented in the risk group? Will they demand that the confiscatory laws and denial of rights be limited to only those people and locales? It actually has been tried in at least one major city.
