It doesn't, because the PRA gives strong authority to the President. The PRA does that, because otherwise it would be unconstitutional. The president is given powers in the constitution; the Nat. Archives is not. Before 1978, a president leaving would just take all of their documents, and it was their property to do as the please with. The PRA was passed because of Watergate and is primarily to prevent an ex-president from destroying official records. And Trump has not destroyed anything.

But it's full of belittling and contemptuous descriptions of Biden. It basically says Biden is too far gone, so a jury wouldn't find him guilty. (That doesn't sound like a real legal standard.)
