Poland, Lithuania, Latvia, Estonia, Czech, Slovakia, Hungary, Slovenia, Cyprus & Malta when they joined in 2004. Sweden, Finland & Austria when they joined in 1995. Portugal when they joined in 1986. Spain itself when they joined in 1986
