You can read Madison say this, explicitly, and he wrote the constitution and bill of rights. The more politically profound part of the second amendment s the dependent clause. No free state can exist without a standing army. The third amendment acknowledges that there will be regulars and Article 1 addresses the right of the government to raise and army.
