He was convicted of impersonating a police officer, he tazed the woman for not following his unlawful orders, a form of torture, and when they were both released on bail he was rearrested for violating the conditions of his bail. He was dangerous, far more willing to use force and torture when he knew what he was doing was illegal, that's why he got the harsher sentence, which was 10 years btw not 15.
