You don’t have to personally like it, but a 16 year is obviously able to make independent decisions in that matter, they aren’t kids anymore and everyone who remembers being a teenager understands this.

Then again this cost would also go back to the passengers themselves, seats would inevitably have to get more expensive when they take up more space so you can have less on the plane. Plane travel is only as cheap as it is in economy class because of those cost savings. Basically everything comes with a trade off
