EU need a stronger government than that and single states who don't agree should leave instead of trying to put a stop to the process, so other can Federalize (and get enough power to care for internal state affairs). A Federal Europe would help economy, since it would represent a much stronger force to the external actors, it would coordinate economies better etc... And yes, becoming a Federation means common foreign policy and and an uniform taxation. There are many models we can look at while we build it. Again, how are singles states better at opposing China or Russua and caring for their economies? Because it looks like to ne they can't
