  41. No, this isn't the future or the present in all cities. But if your city is run purely on feelings and having to be seen as caring about the disadvantaged (but not really doing anything about it)(1). Yes, then this is your future. 1) The best thing any city (or state or country) fighting the problems of poverty is encouraging actual jobs that can give people a chance. That and actually promote an educated citizen.
