But of course we live in the here and now where China occupies Tibet, enslaves the Uyghur, brutally surpressed democracy in Hong Kong, threatens other nearby states, builds illegal Islands, ignores international law.... Even if the people living there wanted to become part of Germany Russian law would block any attempt to hold a referendum on the subject. Ironic considering that they claimed that the people in Crimea had the right to chose to become part of Russia. Of course now because of Russian law people living in Crimea have lost that right to choose..... that's Russia for you.
